The story idea comes from Affleck and Chuck MacLean, who is also from Boston, set against the backdrop of a fictional project called "The Boston Miracle," which aimed to reduce youth gun violence in the early 1990s. It tells the story of a local prosecutor from Brooklyn, Decourcy Ward (played by Aldis Hodge), and a corrupt but still respected FBI veteran, Jackie Rhodes (played by Kevin Bacon), teaming up to take down a car thief family. Tucker plays one of their targets—Frankie Ryan—who appears to be an ordinary blue-collar worker in Boston with a wife and kids, and a brother named Jimmy (played by Mark O'Brien), but in reality, Frankie is the leader of a car thief gang called the Two Saints.
