Under the current legal system, criminals escape legal punishment in various ways, leaving the people helpless. However, a mysterious masked figure known as 'Yasha' suddenly appears, administering vigilante justice against those who have evaded punishment. Even the chairman of Runian Enterprises is not spared from Yasha's wrath. The policeman Hua Qilun (played by Chan Siu-Chung) returns to Hong Kong from the United States, tasked with capturing Yasha. Hua chooses to partner with the soon-to-retire officer Jie Ge (played by Ke Shou-Liang). It turns out that Jie Ge was once part of the trio known as the 'Mong Kok Three Eagles' along with his two adoptive sons, Ah Tai (played by Louis Koo) and Zi Nian. Ah Tai is tough and hates evil, but he lost his job after accidentally shooting a suspect during a drug dealer pursuit.
