One day, a cash transport truck was attacked by a robbery gang, and as much as 2.6 billion yen in cash was taken. During the escape, the criminals panicked and broke into a large shopping mall, taking up to 50 hostages and using it as their base. Reiko Usaki (played by Ryoko Yonekura) from the Special Investigation Team (SIT) of the Tokyo Metropolitan Police entered the scene to negotiate with the criminals, but just at a critical moment, the SAT stormed in, triggering an explosion in the mall. Kiichiro Mido (played by Masahiko Tsugawa) surrendered as the main culprit, while the other criminals took advantage of the chaos to escape. Weeks later, Reiko reunites with Yusuke Kimoto (played by Kento Hayashi), who was a hostage at the time, at Haneda Airport, and a lingering question in her mind leaves her feeling uneasy. Shortly after, a hijacking incident occurs, with the hijackers demanding the release of Mido, threatening to kill the hostages in an hour if their demand is not met.
