As the typhoon passes, the overcast sky lingers above the closed-off island, leaving uncertainty about how long it will last. Inside an old residential home, several gang members are unexpectedly attacked by agile intruders, who decapitate the gang's leader, Ma Tiantai, and vanish into the night... The next day, a local policewoman named Xiao He (played by Celina Jade) climbs a tree to rescue her cat and is saved by a passing man who introduces himself as Abu (played by Wu Jing). The two encounter three fierce Thai criminals at a food stall. Xiao He is straightforward but unable to defend herself, while Abu easily takes down the three thugs and stays temporarily at the police station with Xiao He. Abu creates jealousy in officer Tai Shan (played by Sam Lee), while colleagues Guan Gong (played by Xu Shaoxiong) and Liang Bao (played by Fang Lishen) add warmth and life to the lonely little island police station with their teasing remarks. Ma Tiantai's widow, Sasaki (played by Aoyama Rinko), orders her subordinate Fei Rong (played by Lam Suet) to bring people to the island to retrieve Ma's severed head to complete the body. However, to their surprise, Xiao He and Tai Shan discover the hidden corpse during their patrol and bring it back with them. Fei Rong and others break into the police station to seize the body, leading to chaos where Liang Bao is shot and dies in the line of duty. With the port reopening, a large number of police officers arrive on the island. Abu is briefly detained due to suspicions surrounding the decapitation case but is released. Despite evading the police, he cannot escape Sasaki's pursuit, while Xiao He finds herself...
