The story of the film takes place during a change of power in the "Laika Kingdom." The head of the criminal organization, Song Bang (played by Eric Tsang), wants to clear his name and colludes with officials for bribery, but faces a huge funding shortfall. His capable assistant, Zheng Cha (played by An Ji Jie), and the mysteriously identified thug Su Wan (played by Wang Dong Cheng) resort to murder and smuggling, helping the "boss" rise to power step by step. Just when Song Bang thinks he can benefit from this, the relationship among the three takes a shocking turn.
