Before the liberation, old Shanghai was a place where various forces gathered, competing and dominating each other. The two major underworld forces, the Qinglong Gang and the Qilin Gang, often clashed for supremacy, splattering blood on the streets. One day, three members of the Qinglong Gang were found dead on the street. Female professor Yu Shengnan from the medical university (played by Qi Fang), along with "Tiger Inspector" Zhong Lang (played by Richard Zhong) and intern detective Han Fei (played by Shi Xiaolong), arrived successively to investigate the scene. They discovered that the victims had all been shot dead by a marksman using "Dum-dum bullets." Zhong Lang concluded that the killer was a sniper with military background. Meanwhile, Liu Tianhe, who claimed to be a veteran of the Northern Expedition Army's independent regiment, appeared before them, revealing the true identity of the killer. On the other hand, the leader of the Qinglong Gang believed that his subordinates were killed by the Qilin Gang, leading to heightened tensions and the potential outbreak of an unprecedented bloody storm in Shanghai. To prevent a larger scale conflict, Zhong Lang must race against time to find the real murderer...
