James Dunn (played by Keenen Ivory Wayans) was once a sharpshooter in the U.S. Marine Corps. During the Gulf War, he killed his commanding officer for refusing to shoot a child, and as a result, James was court-martialed and faced the death penalty. While waiting for his execution, he accepted a proposal from a self-proclaimed Colonel Grant Casey (played by Jon Voight), who promised to help him escape from prison, provided that he join an assassination organization codenamed "Black Sheep." After gaining his freedom, James's first mission was to assassinate a biotech entrepreneur. However, during the operation, a mysterious figure shot and killed the First Lady first, turning James into a scapegoat. Fortunately, a doctor named Victoria Constantine (played by Jill Hennessy) captured everything on camera. To clear his name, James is determined to find that videotape, while the hidden puppet master begins to take action...
