In a little-known corner of the Earth, lies the ruins of an ancient civilization – Palagi. Palagi, like a supreme seal, cuts off the terrifying path to hell. On this day, driven by rampant desires, Kurozaki (played by Michael Tominaga) unsealed the seal, bringing the horrifying Hell Beast, Saigaku, into the human world. The righteous messenger, Xio Ultraman, stepped forward, only to find himself surrounded by Saigaku's hellish light and ultimately disappeared. Members of Xio follow the footsteps of archaeologist Tsukasa Yumizuki (played by Takami Yoshimoto) in search of the key that can seal the Hell Beast.
