Emperor Kangxi (played by Tang Zhenye) is gravely ill, and the national master discovers through divination that the true destiny empress has yet to appear, causing the emperor's body to be out of harmony. The only solution is to send someone to the future to find the true phoenix empress who matches Kangxi, so that the emperor can be saved. This task is entrusted to Wei Xiaobao (played by Tony Leung), who mistakenly arrives in 1993 Hong Kong aboard the high-tech crystal of the country of Luocha — the invincible time-traveling Hunyun Wheel, and befriends a local hustler named Yachao (played by Zhang Weijian).
