In the 1960s, Hong Kong was a chaotic mix of good and bad. The Royal Police under British rule was extremely greedy, even colluding with the underworld to exploit the citizens. Young inspector Lei Luo (played by Andy Lau) was ambitious, carefully navigating between his British superiors and Chinese bosses, seizing every opportunity to climb the ladder of power. During a shootout, Lei Luo took notice of the brave and fierce Wu Shihao (played by Donnie Yen). Wu Shihao, hailing from Southeast Asia, was driven by loyalty and willing to go to great lengths for his brothers. He carved out his place in the underworld with his boldness, while rising to fame alongside Lei Luo through mutual support. Ultimately, the bloodied Lei Luo and Wu Shihao both became heavyweight figures, controlling the legal and illegal realms respectively. However, during this process, the two brothers began to drift apart. As a storm approaches, everything is about to change…
