The movie is adapted from the popular manga "City of No Crime" and tells the story of international financial tycoon Solan, who establishes a lawless "City of No Crime" on a remote island in the Pacific. Many wanted criminals flock there seeking refuge. International special forces operative Tang Ke goes undercover in the City of No Crime with the aim of dismantling the criminal operations. However, during the execution of his mission, he tragically falls into Solan's trap. Tang Ke uses all his skills to escape from a secret room, only to discover that he has been injected with poison and has only a few hours to live. His wife has been killed by Solan, and his daughter has been kidnapped, leading Tang Ke to embark on a path of revenge.
