The film tells the story of a female inspector from the finance department (played by Grace) who is responsible for escorting a shipment of 600 million dollars in old currency to a shredding facility. However, an unusually rare hurricane disaster is about to strike the area, and a group of fully armed thieves wants to "rob while the winds are up" after the residents have all been evacuated. As the hurricane reaches a deadly level 5, all their carefully laid plans are thrown off course. They discover that they need a vault password, which only the female inspector knows, and both her life and that of the hostages she is with are at stake. After allying with a stranded local meteorologist (played by Kaibel), whose brother has also been kidnapped by the thieves, the two must face both the hurricane and the criminals together. After a series of thrilling adventures, they ultimately triumph over the thieves and the hurricane disaster.
