Hong Kong International Police officer Yang Liqing (played by Yang Liqing) travels to the United States to investigate a drug trafficking case in Seattle together with local drug enforcement team leader Tony (played by Donnie Yen). When they trace a Chinese suspect known as Liuzi (played by Yuan Ruchu), they learn that Liuzi has already received news and returned to Hong Kong. Thus, Yang Liqing and Tony head back to Hong Kong. During the pursuit, they find that Liuzi is constantly being chased and comes close to death several times. Tony begins to suspect that Liuzi is involved in more than just the drug trafficking case. As Tony and Yang Liqing continue their investigation, they uncover that the whole incident is connected to the Central Intelligence Agency of the United States, and astonishingly, Tony's colleague, another team leader named Michael (played by Wang Mind) is also involved. The truth of the incident gradually unfolds.
