After his wife was murdered, detective Goro Anjou resigned from his public office to seek revenge, ultimately succeeding in killing the murderer. However, his quest for revenge is not over. Five years later, Anjou, under the alias 'Yamamoto', appears to work at a garbage dump, while secretly working for various gang organizations, gathering intelligence about the forces behind his wife's death in the underworld. Anjou once saved the leader of the Yoshioka group by chance, earning Yoshioka's favor and support. Yoshioka has been kind to Anjou and is willing to selflessly provide him with information. Although Yoshioka repeatedly invites Anjou to join his group, Anjou remains unwilling to get involved in the underworld. The Yoshioka group is weak and unpopular in their territory, and Yoshioka is reluctant to seek help from the higher organization, the Kokkishi Society, often landing himself in difficult situations. One day, after receiving a call from an old friend, Yoshioka insists on relocating the entire group to break free from the constraints of the Kokkishi Society. New police officer Nishi discovers that the individuals involved in an investigation of illegal funds are targets for Anjou's revenge. As Nishi investigates Anjou, he finds that the police department is also implicated in the illegal funds and has already deleted Anjou's records. Believing that Anjou's wife's death is related to the funds, Nishi decides to contact Anjou directly, hoping for mutual cooperation in sharing intelligence, and desires that Anjou stop his violence and instead bring the criminals to justice in a lawful manner to ultimately solve the case. A lesser member of the Yoshioka group, Takagi, unexpectedly saves the president of the Kokkishi Society, putting him on equal standing with Yoshioka; Anjou traces the mastermind, Ogasawara, but cannot bring himself to exact revenge in front of his wife; Nishi, who initially promised not to meet Anjou again, accepts Anjou's request to continue investigating the mastermind behind Ogasawara... Anjou's revenge, Yoshioka's organization, and Nishi's justice ultimately lead towards a sense of futility.
