The film tells the story of 1973, where the police in Hong Kong colluded with the underworld, corrupting huge profits under the instigation of the British, harming the citizens. The Governor of Hong Kong established the Independent Commission Against Corruption, and the first two prosecutors, played by Louis Koo and Sean Lau, face numerous hardships to investigate the powerful chief inspector Xu Le, portrayed by Anthony Wong, and the gangster Bobo, played by Tony Leung, ultimately bringing the two to justice.
