An old homeless man (played by Rutger Hauer) passes through a city engulfed in rampant crime, filled with heinous acts such as child murder and forced prostitution. The Derrick family, who secretly rules this city, is keen on killing people in the streets, with Old Derrick (played by Brian Downey) and his two sons terrorizing the streets. The homeless man saves a prostitute named Abby (played by Molly Dunsworth) from the hands of Derrick's son, but ends up being framed by the police and severely injured. The homeless man attempts to adhere to the survival rules of this evil city, enduring humiliation to stay alive; however, things go awry as he falls victim to a robbery. Pushed to his limits, the homeless man decides to pick up a gun to seek justice, unleashing a bloody rampage against violent criminals and igniting a passionate rebellion among the residents of the city. The Derrick family, unwilling to back down, uses the media to issue a death warrant against all homeless people, and for a time, the evil city runs red with blood...
