In late Qing Dynasty Hong Kong, the area known as “Zhen San Huan” (the Three Rings) in Sheung Wan, Central, and Western Districts was secretly colluding with the notorious bully Gou Xin Hu, creating a chaotic security situation. Officer Ma Ru Long (Jackie Chan) was ordered to take over Western District, quickly arresting Gou Xin Hu and drawing the wrath of those in the Three Rings. At that time, revolutionary winds were surging in mainland China, with revolutionaries coming to Hong Kong to spread their message and planning to rescue their arrested comrades. To capture the revolutionaries, the Qing court sent secret agents to contact the Three Rings, leading Ma Ru Long to meet revolutionaries such as Bai Ying Hong, Ying Ying, and Shan Shan (played by Maggie Cheung, Rosamund Kwan, and Carina Lau) and getting caught up in the struggle, while at the same time, a group of brawny but dimwitted pirates were waiting for a chance to take revenge on Ma Ru Long.
