John (played by 任达华) escapes from Vietnam and helps out on his brother's cargo ship in the Philippines, only to find out that his brother is involved in murder and trafficking, making a fortune but accumulating blood debts. One day, on the way to Hong Kong, the cargo ship encounters a group of Vietnamese refugees trapped at sea. The crew pretends to rescue them, but once the refugees are onboard, they reveal their true intentions with knives. John recognizes his old friend Garry (played by 周景扬) and desperately saves him, but Garry loses his memory in the struggle. The cargo ship is inspected at the Hong Kong docks, and the unidentified Garry injures a police officer and jumps overboard to escape, leading to the ship being detained by the authorities. The captain and crew fear that Garry will expose their involvement in murder and trafficking, so they send crew members after him. In the following days, several murders occur at the docks. A female inspector (played by 杨丽菁) from the Hong Kong police investigates and learns that the incidents are related to the fugitive Garry, prompting her to launch a manhunt, but during the process, she discovers deeper secrets...
