Synopsis

In 1930s Shanghai, various forces are entangled in a complex situation. A young man from the countryside, Xiao Hu (played by Yuen Biao), arrives in Shanghai to find his brother, Da Hu (played by George Lam), who is a colonel in the British Concession. However, on the very night he arrives, he finds himself caught in a gunfight where both sides are battling over a large sum of overseas donations, resulting in numerous casualties.With the help of newly made friends from the circus, Xiao Hu successfully finds his brother. Da Hu is a principled man who despises evil, but in such chaotic times, his power is limited. Unable to eradicate drug trafficking in the concession, he is assigned by his superiors to protect the goddaughter of a bigwig named Jin Ye (played by Sammo Hung), who has returned from overseas. The goddaughter, Song Bi Jun (played by Anita Mui), was once Da Hu's lover, and now she has secretly returned to Shanghai to investigate the disappearance of the donations. Love, friendship, familial bonds, and national morality collide fiercely in old Shanghai...
