ICAC Chief Investigation Officer Luk Chi-lam (played by Louis Koo) and Chief Investigator Cheng Tak-ming (played by Ron Ng) jointly investigate a smuggling and corruption case and unexpectedly discover another major customs corruption case involving human trafficking. This case is related to the head of a terrorist group, King, and his behind-the-scenes manipulator, Siu Cheuk-ya (played by Sammy Cheung), and involves several senior leaders of the Hong Kong Customs. It also seems to be connected to the Chief Justice of Asia, Pang Ai-ma (played by Charmaine Sheh), who was invited to Hong Kong and is being secretly protected by JFIU officer Liu Po-kiu (played by Julian Cheung).
