In Hong Kong during the 1960s and 70s, corruption was rampant among the police, and the underworld was thriving. It was during these times that Chen Hua (played by Liu Qingyun), along with his friends La Ba (played by Lam Ka Tim), Mao Zai (played by Zhang Jin), and a group of brothers, enjoyed their most glorious days. Chen Hua was regarded as the leader of the 'Thirteen Tigers of Tsz Wan Shan,' full of arrogance; he also met his lifelong love, Ke Rou (played by Jiang Yiyan), and they spent the sweetest moments of their lives together. Unfortunately, good times do not last long. Chen Hua was pursued by the gang for privately trafficking drugs, but fortunately escaped with the help of his ally-enemy, the anti-drug team leader Ha Lei (played by Gu Tianle). However, the law eventually caught up with him. After being released from prison, Chen Hua faced the death of his father and the disappearance of his girlfriend, Ke Rou. After attending a drug rehabilitation seminar in Japan, Chen Hua unexpectedly reunited with Ke Rou on the street.
