Jeff, a negotiation expert from the Los Angeles Police Department (played by Bruce Willis), loses hope after a failed hostage rescue mission and feels he is no longer suited for this important job. He applies for a transfer to a police station in a peaceful small town, hoping to spend the rest of his life there in tranquility. One day, three delinquent youths in the small town attempt to steal the car of accountant Smith (played by Kevin Pollak) but accidentally get trapped in a mansion, panicking and taking Smith's family hostage.
