The police officer Chen Jiajun (Jackie Chan), who is trained as a special task force officer, is upright and works tirelessly on cases, often neglecting his girlfriend (Maggie Cheung). During a raid, Chen Jiajun arrested the major drug lord Zhu Tao, but due to the sudden disappearance of the witness (Zhu Tao's secretary) Selina (Brigitte Lin), he was unable to bring Zhu to justice, resulting in him receiving a demotion. Later, filled with resentment, Zhu Tao plotted revenge against Chen Jiajun by luring him to a villa where Selina was confined, and sent his men to kill a police officer and frame Chen Jiajun, forcing him to go into hiding under a police warrant. Meanwhile, the lucky escapee Selina understood Zhu Tao's ruthless nature, and to protect herself, she took the risk to sneak into Zhu Tao's office to steal evidence, but was chased by his men to a shopping mall.
