In the mid-Edo period, the Tokugawa shogunate's central finances were increasingly in deficit. Greedy rulers, in an effort to amass wealth, ruthlessly exploited the properties and lands of local daimyos. To monitor these daimyos, the shogunate dispatched numerous secret agents known as 'Shadows' to the regions. The local leaders were troubled by this, so they banded together with other clans to hire exceptional experts known as 'Shadow Hunters' to take down these miscreants from the central government. Muroto Jubei (played by Yujiro Ishihara), 'Nikkō' Kanbe (played by Ryohei Uchida), and 'Gekkō' Kisaragi (played by Mikio Narita) all became masterless ronin due to their disdain for the shogunate and the Shadows, and they formed a trio of Shadow Hunters. However, the newly discovered mineral resources in the Matsubara Domain caught the shogunate's greedy eye, leading to numerous schemes.
