New York agent Nick (played by Michael Douglas) is a rebellious divorced man who is recently under investigation by the discipline department for misconduct. One day, Nick and his partner Vincent (played by Andy Garcia) accidentally get caught in an internal conflict of the Japanese mafia at a restaurant. Although they capture the main suspect Sato (played by Yūsaku Matsuda), the mysterious block he stole goes missing. The Japanese side demands Sato's extradition, and Nick and Vincent have no choice but to escort Sato to Osaka. However, at the airport, Nick mistakenly hands Sato over to disguised gang members. Unwilling to give up the criminal, Nick and Vincent, with the assistance of Japanese assistant and translator Masahiro Matsumoto (played by Toshiro Mifune), continue to investigate Sato's case. They discover that Sato is involved in a violent conflict with the big boss Sugai over a copper plate used for counterfeiting. Soon, Vincent is killed by Sato's gang, and Nick's situation becomes increasingly dire, but he stubbornly insists on catching the murderer in the dark and unfamiliar city...
