In a police station deep in the California desert, officers bring in a drifter who refuses to speak and won't even reveal his name. He has no identification on him, just some loose change, a tattered clipping reporting on the heroic deeds of a local officer, and a bottle of pills. The police believe he has mental issues and call in a doctor, who identifies the pills as medication used to suppress the abilities of psychics. However, this new prisoner uses his psychic abilities to control the minds of the officers and kills them. The psychic escapes in a patrol car. When Officer Sam learns of this, he immediately realizes who is responsible for the corpses on the train. He begins a full-on assault to capture this lawless psychic.
