The head of the investigation bureau's task force, Fang Guohui (played by Andy Lau), is a competent man who despises evil. While surveilling Zhou Zhaoxian (played by Leung Ka-fai) and his video game arcade, he obtains evidence of Zhou's operation of an underground casino and takes him to court. However, the judge is bribed, and Zhou is acquitted and released in court. Minister Hou (played by Li Li-qun), linked to organized crime, puts pressure behind the scenes, and the investigation bureau orders Fang Guohui to take leave and cease the investigation into Zhou Zhaoxian. To further control Taiwan's politics, Zhou publicly announces at a press conference that he will resign from his party to run for legislator, wanting to challenge the gangster leader Ding Zongshu, who is representing the party in the election. In his moment of despair, Fang Guohui is encouraged by a TV reporter Ling Fei (played by Wu Chen-jun) and Minister Feng from the Ministry of Justice to return to work. However, he becomes a target for Ding Zongshu, who plans to kill him and frame Zhou Zhaoxian, killing two birds with one stone.
