The head of the Bureau's mobile unit, Fang Guohui (played by Andy Lau), is a competent and righteous person. While surveilling the video game arcade operated by Zhou Zhaoxian (played by Tony Leung Ka-fai) with his team, he gathers evidence of an underground casino operation and takes him to court. However, the judge is bribed, and Zhou Zhaoxian is acquitted and released on the spot. Minister Hou (played by Li Lichun), who is linked to underworld dealings, exerts pressure behind the scenes, and the Bureau orders Fang Guohui to take a leave of absence and halt the investigation into Zhou Zhaoxian.
