After years of hard work, Xin Wei Lai (played by Jin Xuan Er) finally became a level 10 civil servant and started working in a small place serving tea and water. Although there is still a gap between her dream of becoming a level 9 civil servant, Wei Lai lives happily every day. During a beauty pageant, she encounters Guo Guo (played by Che Sheng Yuan), a genius at administrative exams with grand ambitions of becoming president. Their initial meeting leaves him unimpressed by the scruffy little civil servant. However, through a series of unexpected twists and missteps, Wei Lai ends up becoming the mayor. With Guo Guo's assistance, a knowledgeable expert, the initially clueless Wei Lai begins to find her footing and performs her duties well. As they interact more, feelings start to develop between them, and thus unfolds the love story at the city hall.
