During the Tongzhi period of the Qing Dynasty, the ancient empire was on the verge of collapse, and the important trading port of Guangzhou at the Pearl River Estuary was bathed in its final prosperity and bloody conflicts. On the docks, the Black Tiger Gang and the Beihai Gang committed crimes and slaughtered each other endlessly, while the lower-class laborers suffered severe oppression, living in constant fear for their lives. A Fei, played by Eddie Peng, had been mingling with the Black Tiger Gang for five to six years, and as a death warrior, he obtained the head of the Beihai Gang leader, which led him to be adopted as the fourth son by the ruthless Black Tiger Gang leader, Lei Gong, played by Sammo Hung. Lei Gong was known for his cruelty, and he had three other treacherous adoptive sons who aided him in his tyrannical acts, resorting to forcing women into prostitution and showing no regard for human life for profit. With his excellent martial arts skills, A Fei quickly became a fierce tiger within the Black Tiger Gang; however, he seemed to harbor an unspeakable secret beyond the violence.
