The story takes place in Shanghai before liberation. Dark clouds of war loom, and the Japanese are rampant. Japan's female spy Matsumoto Kawako (played by Wang Qian) instigates the ruffian head Sha Kun (played by Chen Guodian) to sabotage the student movement. Elementary school teacher Lin Ruolan (played by Zhao Xueqin) and police officer Long Er (played by Hu Jun) help the students defeat the thugs. Ruolan's father, Lin De (played by Cong Zhijun), suffers an accident while resisting Sha Kun, and her mother is also murdered. Ruolan offers herself to seek revenge on Duan Xiaorong (played by Zhang Yi), who captures Sha Kun but is rescued by Matsumoto Kawako. Duan Xiaorong dies in a confrontation with the Black Dragon Society, and Lin Ruolan becomes the boss of Shanghai. She attempts to assassinate Sha Kun in a Turkish bath but fails and learns that the Black Dragon Society plans to kidnap a group of orphans from Shanghai to Japan. Long Er storms into the Black Dragon Society at night to rescue them and almost gets captured by Matsumoto Kawako. Lin Ruolan provokes Long Er to lead an assault on Sha Kun's drug stash. Feeling deceived, Long Er turns violently against Lin. Matsumoto Kawako is infatuated with Long Er and proposes an exchange between Sha Kun and Long Er. Will Lin Ruolan agree...?
