Under the strategic guidance of the Central Committee in war, diplomacy, economy, finance, and other fronts, and through the coordinated operations across the nation, Chen Yi and other leaders in Shanghai led a large number of cadres and the masses forward, bravely facing the intricate and resource-scarce difficult situation. They rushed to the front lines to resist typhoons, crushed financial speculation with an iron fist, boldly improved production and operation methods, and strategized to win the "Grain and Cotton Battle", resolved the dangerous situation of the "Great Bombing", defused the "April Crisis", and made efforts for Shanghai's air defense construction, repairing airports, etc., ultimately fulfilling the economic construction and management responsibilities assigned by the Central Committee of "national support for Shanghai, and Shanghai supporting the nation".
