Two farmers rafted to a deserted island to sell chickens and ducks, but the atmosphere on the island was eerie. Terrified, they suddenly encountered a group of masked assailants. One farmer died, while the other was subdued and both were dismembered by the island's butcher and distributed as food to the starving islanders. It turned out that this island was governed by a larger community, and at some point, the islanders had begun consuming human flesh, with the security team responsible for maintaining order and food distribution. The secret agent 999 (played by Xu Shaoqiang) arrived on the island to track down the notorious thief Rolex (played by Huang Jinshen) and a crook who called himself 'Iron-hearted Bao'. After defeating the island's butcher, 999 visited the security captain of the larger community (played by Gao Xiong) who led him to the slaughterhouse. After a fierce fight with multiple enemies, 999 was injured and fled. He recuperated at a local woman's house, A-Lian, and later sought verification from the captain but found nothing. Previously, Rolex had chosen to become the deputy security chief in order to turn over a new leaf, but contrary to his intentions, he ended up engaging in cannibalistic activities. Despite several attempts to seek help from outside the island, his plans were thwarted, and when he tried to report to 999, he was ignored. In desperation, he released the imprisoned Iron-hearted Bao but was killed by the captain himself. 999 once again survived a siege and decided to escape the cannibal island with Bao and A-Lian...
