Jackie's (played by Kate Dickie) job is to monitor the 'City's Eye' system from the control room, quietly watching over the people in the city through the cameras that cover every corner at night. This silent work mirrors Jackie’s current life: after losing her husband, she maintains a barely-there relationship with her indifferent lover, minimal communication with her colleagues, and a distance from her parents, all of which reflect her frozen emotions. One night, a figure that appears on the camera shatters Jackie’s calm demeanor; she begins to watch this man named Clyde Henderson (played by Tony Curran) day and night. She tracks Clyde's movements and those of the people around him, even following him to 'Red Road'—an apartment complex inhabited by many released prisoners—and infiltrates his home. Why does Clyde catch Jackie’s attention? What has happened between them before?
