The leader of the Sona, Ru'afo, used the pretense of a cultural investigation to lead his followers into Baku, trying to drive the Bakuans away and take over the planet. Captain Picard reported the information to Commander Duldir, only to find that the commander and the Starfleet Headquarters were already aware of it and were secretly involved in the conspiracy. Duldir ignored Picard's protests and ordered the Enterprise to return immediately, forbidding interference.
