 Synopsis
In the early 20th century, rampant pirates in Hong Kong frequently hijacked merchant ships. Considering that this would undermine the confidence of traders from various countries and potentially jeopardize Hong Kong's status as an international trade center, the authorities reorganized the navy and established a special police task force responsible for maritime security. Captain Ma Rulong (Jackie Chan) was framed while performing his duties and angrily resigned. Pirate leader Luo Sanpao (David Wu) kidnapped the families of government officials as hostages, prompting the authorities to decide to use insider Zhou Yongling to mediate. Knowing full well that Zhou Yongling was colluding with the pirates, Ma Rulong volunteered to rescue the hostages. He reorganized the navy and devised Plan A, hoping to work together with his superior Hong Tianci (Yuan Biao) and close brother Zhuo Yifei (Sammo Hung) to capture all the pirates in one fell swoop.
