In the 1930s old Shanghai, various forces were entangled in a complex web. A rural youth named Xiao Hu (played by Yuen Biao) arrives in Shanghai to find his brother Da Hu (played by Alan Tam), who serves as a colonel in the British Concession. However, on the night of his arrival, he encounters a gunfight as both sides fight fiercely over a large sum of overseas donations, resulting in countless casualties.With the help of new friends from a circus, Xiao Hu successfully locates his brother. Da Hu is upright and vigorously opposes evil, but his power is limited in such chaotic times. Unable to eliminate drug smuggling activities within the concession, he is assigned by his superiors to protect a wealthy tycoon's goddaughter, Song Bijun (played by Anita Mui), who has returned from overseas. Song was once Da Hu's lover and has returned to Shanghai to trace the missing donations. Love, friendship, familial ties, and national righteousness clash violently in old Shanghai...
