Detective Ma Jun (played by Donnie Yen) is dedicated to apprehending criminals. With exceptional skills, he often uses excessive force due to his eagerness to catch thieves. The police have been gathering evidence against the Vietnamese gang members, A Zha (played by Lyu Liangwei), Tony (played by Zou Zhaolong), and A Hu (played by Xing Yu), and have deployed Hua Sheng (played by Louis Koo) to infiltrate them as an undercover agent. The three brothers are ruthless and want to eliminate their enemy, A Shan. After A Zha is arrested, Tony discovers Hua Sheng's true identity and decides to kill him and other witnesses to rescue their older brother. Hua Sheng's girlfriend, Qiu Di (played by Fan Bingbing), is taken hostage, forcing Hua Sheng to abandon his testimony against A Zha. Both Hua Sheng and his girlfriend are captured as hostages, and Ma Jun leads a rescue mission for Hua Sheng along with A Zha.
