The story of Season 23 begins with Ryougi accepting an order from his superiors to compile the '150-Year History of the Metropolitan Police Department.' In the 7th year of the Meiji Era, the Metropolitan Police Department was founded by the former Satsuma samurai, Kawamura Toshiyoshi. He, along with Minister of Home Affairs Okubo Toshimichi, established the police organization and took on the role of the first chief police officer (now known as the Commissioner of the Tokyo Metropolitan Police). However, Okubo later encountered a tragic assassination. Just like the incidents that occurred during the dawn of the police era, the assassination of a prominent politician took place! Standing in the way of the special investigation unit that began the inquiry were the stark realities of the widening 'wealth gap' in modern Japan, as well as the ambitions and conspiracies of the powerful in the political world! 150 years ago and now—has 'justice' changed along with the changes in society...!?
