The killer Philip Raven is very friendly to children and cats; he killed a blackmailer and was rewarded with 'hot money' from the traitor Willard Gates. Meanwhile, Officer Lieutenant Cran, who is pursuing Raven, has a lively artist girlfriend, Ellen Graham, who is recruited by a Senate committee to assist in the investigation of Gates. Raven wants revenge on Gates and encounters Ellen on a train; their relationship gradually evolves from that of a killer and a potential victim to an unstable alliance against a common enemy.
