In the red-light district of Seoul, a 17-year-old girl is tricked into this place. She adopts the name Pan Wuli (played by Shin Eun-kyung) and enters the flesh trade. Wuli quickly realizes from television news and street gossip that escaping is not an option, so she works desperately to repay high-interest loans while witnessing the darkness and chaos of these nightspots. One day, a young man looking for work in the city enters her life, but he soon disappears into the crowd. Shortly after, the president is assassinated, and the red-light district suffers a heavy blow. Wuli leaves Seoul in search of a way out, constantly changing her name as she drifts between different cities, meeting various men. Her life feels like drifting like cattails, uncertain and aimless, with only that rural youth by her side. As the Seoul Olympics opens, Wuli returns to Seoul to make a living, but she gains nothing except for more debt. With the support of a businessman, Wuli experiences a failed career as a madam, and life remains an endless void for her.
