A series of unusual weather events around Washington D.C. brings together two estranged brothers, whose father was once a renowned climate scientist. One of them suspects that their father is pulling the strings behind the scenes, and upon further investigation, they discover that all of their father's enemies have died – victims of the abnormal weather incidents. Their suspicions are soon confirmed when their father hijacks radio and television transmissions, broadcasting a message: unless a senator who canceled a Department of Defense contract is handed over, Washington D.C. will face consequences. As the brothers compete to devise a plan to defeat their father, he launches various evil weather weapons at the Smithsonian Museum, the Jefferson Memorial, the Lincoln Memorial, and the National Mall!
