The story tells of a rare criminal who, after being released from prison, signs a public murder contract with a bounty of 20 billion Korean won. Zhao Zhenxiong plays Bai Chongzhik, a police officer who must protect the unspeakably evil criminal from citizens seeking the bounty. Liu Zaiming portrays the murderer Jin Guohao, who is released after 13 years, while Jin Wulie plays Jin Guohao's legal representative Li Xiangfeng. Li Guangzu plays Yun Changjae, a butcher trying to recover lost money. Xu Guanghan plays the assassin 'Mr. Smile,' whose father is Korean and mother is Taiwanese; he comes to Korea at someone's request.
