The head of the investigation bureau's task force, Fang Guohui (played by Andy Lau), is a competent man who despises evil. While surveilling Zhou Zhaoxian (played by Leung Ka-fai) and his video game parlor, he gathers evidence of an underground casino operation and takes him to court. However, the judge has been bribed, and Zhou Zhaoxian is declared not guilty and released on the spot. Under pressure from Minister Hou (played by Li Liqiun), who has ties to organized crime, the investigation bureau orders Fang Guohui to take leave and cease the investigation into Zhou Zhaoxian. To further control Taiwan's politics, Zhou Zhaoxian openly declares at a press conference that he will resign from the party to run for legislative council, intending to compete against the gang leader Ding Zongshu representing the party. In his moment of frustration, Fang Guohui is encouraged by a female journalist, Ling Fei (played by Wu Chenjun), and Minister Feng from the Ministry of Justice to return to his job. However, he becomes the target of Ding Zongshu, who plans to kill him and frame Zhou Zhaoxian, achieving two objectives with one action.
