The Independent Commission Against Corruption has uncovered the largest case of black gold election bribery and corruption in history, shocking the whole of Southeast Asia. The ICAC has scored another success as He Quan, Chairman of a certain villagers' committee in the New Territories, was found to have conspired with rural committee members Zhou Ganquan, Luo Weixiong, Liang Zhaoqian, Zhao Zhenming, and others, in trying to acquire land for the West Rail Development project after learning that the Hong Kong SAR government had approved it. They planned to build a large number of village houses in the development areas along the route while illegally bribing recognized indigenous residents in exchange for support votes to be elected as chairman, so that they could later enter the legislative body and represent the villagers in negotiations with the SAR government regarding land acquisition claims. Senior officials from the ICAC were alerted to this case, which involved the West Rail Development plan and numerous individuals, and immediately established a project team to investigate, codenamed 'Western Region Black Gold' Operation.
