During an anti-terror operation, due to an intelligence failure, the British special police accidentally killed a Middle Eastern immigrant holding a child. The head of the task force decided to cover up this scandal completely and summoned the team members who knew the truth to unify their statements and record false testimonies. Detective Steve (played by Martin Compston) was very dissatisfied with his superior's decision, so he resigned from his position and was transferred to a secret operations unit under the UK Anti-Corruption Agency. Steve's task is to investigate a superintendent named Tony (played by Lennie James), who has been placed on a watchlist for suspected corruption. Steve, together with detective Kate (played by Vicky McClure), infiltrates the team led by Tony, but Steve unexpectedly discovers that Kate has a secret identity of her own.
