Drug lord Han Shan (played by Wang Wei) and Qi Ren (played by Liu Zhaoming) arrange a drug deal at the Qinglong Water Park. Police, who received a tip-off, secretly lurk in wait to apprehend the two major gang leaders if the operation succeeds. However, at this critical moment, mysterious figures Qi Yue (played by Lu Liangwei) and Qin Bing (played by Li Saifeng) appear, causing the police's plan to be exposed and the operation to fail.
