Officer Lan Hai (played by Zhang Yongda) of the Anti-Drug Squad of the Peng City Public Security Bureau has been in the police force for 8 years. One day, a violent incident involving drug use occurs in his jurisdiction, which turns out to involve a new addictive drug called "fire ice." The anti-drug operation immediately begins. Southeast Asian drug lord "Poison Wolf" collaborates with chemical expert Bai Chouzhi (played by Xue Bin) to target the Chinese market for the production and trafficking of drugs.
