On October 14, 1962, intelligence information revealed by photographs taken by a U-2 reconnaissance plane flying over Cuba triggered an unprecedented crisis between the two superpowers of the world at the time, the United States and the Soviet Union. American intelligence officials discovered in this set of intelligence materials that the Soviet Union was constructing a base near San Cristobal, southwest of Havana, Cuba, which is less than 150 kilometers from Florida, to deploy medium and short-range missiles as well as Il-28 heavy bombers capable of carrying nuclear weapons. These missiles were capable of destroying major cities across the United States and causing significant casualties. The entire nation was plunged into extreme panic, pushing the entire world to the brink of nuclear disaster. President John F. Kennedy (played by Bruce Greenwood) and his brother Robert Kennedy (played by Steven Culp) calmly responded to this imminent nuclear war crisis, and the film, through the eyes of the White House's senior special assistant Kenneth O'Donnell (played by Kevin Costner), recreates the tense thirteen days filled with crisis.
