In 1930s Shanghai, various forces are entangled in a complex situation. Young man Xiao Hu (played by Yuan Biao) arrives in Shanghai to find his brother Da Hu (played by Lin Zi Xiang), who serves as a colonel in the British Concession. However, on the very night of his arrival, he finds himself caught in a gunfight, where both sides engage in a violent struggle over a substantial overseas donation, resulting in countless casualties. With the help of newly made friends from the circus, Xiao Hu successfully locates his brother. Da Hu is principled and hates evil, but in such turbulent times, his power is limited. Unable to eradicate the drug smuggling activities within the concession, he is assigned by his superior to protect the goddaughter of the bigwig Jin Ye (played by Hong Jin Bao), who has returned from overseas, Song Bi Jun (played by Mei Yan Fang).
